Salient Features of the Rules of 1999
The U.P.
Government Servant (discipline and Appeal) rules 1999
was promulgated superseding the civil service (Classification, control and
appeal) Rules 1930 and Punishment
and appeal rules for subordinate service Uttar Pradesh 1932.
The salient
feature of rules of 1999
summarised as under:-
(1) Rule-1
provides
for Short title and commencement, Rule 2 provides
for definitions, Rule 3 provides
for imposing of penalties, Rule 4 provides
for suspension, and deemed suspension entitlement of subsistence allowance etc,
Rule 5 provides for pay and
allowances etc. for the suspension period , Rule 6
provides
for disciplinary authority, its appointment and power to impose penalties, Rule
7
provides
for the procedure for imposing major penalties, Rule 8
provides
for submission of enquiry report, Rule 9 provides
for Action on Inquiry Report, Rule 10 provides
for procedure for imposing minor penalties, Rule 11
provides
for filling of an appeal, Rule 12 provides
for consideration of Appeal, and the factors which will be taken into account
will disposing appeal, Rule 13 provides
for revision, Rule 14 provides
for review, Rule 15 provides for
affording of opportunity before imposing or enhancing penalty, Rule 16

for Consultation with the Commission, Rule 17
